Emma and Megan are almost 11 months old. Emma is almost 2 lbs heavier than Megan. Emma is also much more mobile - she is crawling and pulls to a stand and can even sort of cruise a step or two. Megan only army crawls.

Emma is constantly tackling Megan, pulling her hair, knocking her down, taking her toys away from her. Obviously she doesn't know any better, but I am not sure what to do about it. We have a childproofed family room that we let them crawl around in. If I'm busy getting dinner ready, I can see them, but I can't stop Emma from grabbing Megan every time. Megan can't crawl fast enough to get away. What did you do in this kind of situation? Megan cries every time this happens. Please tell me that Emma isn't going to perpetually bully her sister! Do you say no to Emma and pick Megan up when you see that this is going to happen? Do you just cuddle Megan after the fact? Any suggestions?
