won't pee in potty!

Trying to train my 2 1/2 year old little boy. He wants to be naked and takes his diaper off so I let him be that way while we are home. He will sit on the potty but won't pee in it, almost acts like he's scared to. We have a seat in the bathroom and a little potty I take in the room with us. He can hold his pee and know he's supposed to but eventually will dribble because his bladder is full and he doesn't want to go..So at that point I put a diaper on and we start again. Any encouraging advice on what I can do to make him excited about peeing in the potty instead of on the floor? We have some books and he picked out his own underwear already.

my ds likes to stand on the toilet seat and pee. my nephew refused training till my sil tried standing him on the toilet and then he trained no problem....

This is how we began training DS, and it worked. Now the only downfall was when it came to going # 2, he refused to go. I think it was a combination of him being used to standing and most kids have problems grasping that concept anyway. Just be consistent in whatever method you opt to go with.
